Hiring a Consultancy Firm to Design, Develop, Instal and Maintain a Beneficiary Database for a Monitoring Information System

The Agriculture Sector Modernization Project Management Unit (PMU) of the MOA works with eleven districts in five provinces namely; Anuradhapura, Polonnaruwa, Batticaloa, Jaffna, Mullaitivu, Matale, Monaragala, Killinochchi. Vavuniya, Ampara and Badulla to implement Component 2. Establishing Agriculture Technology Demonstration Parks (ATDP) in five provinces is the main target of the project. Prior to implementation of thc ATDPs, the PMU of MOA seeks to implement approximately 25 pilot projects and plans to develop. instal and maintain an IT based Monitoring Information System to develop a full beneficiary database and monitor key project indicators and outcomes. The beneficiary database could form a baseline for randomizing interventions for project learning through nimble impact evaluations. Refer to Terms of Reference (TOR) available

Purpose and Objective of the Consultancy:

To Design, Develop, Install and Maintain a Beneficiary Database for a Monitoring Information System for the ASMP under thc Ministry of Agriculture.

Qualification & Experience of the Consultancy Firm

The firm should have consisted minimum of six (06)Consultants, preferably the lead Consultant including an IT Specialist, Software Engineer. System Analyze Cum Programmer, System Engineer, Statistician, M & E Specialist. An economist in the firm will be preferred. (i). The lead Consultant should possess minimum Of Master degree in Information field with 5 years of post-qualification experience, of which preferably in senior management level in the project monitoring and evaluation of foreign financing agencies and/or Government Department projects. Possession of Master degree or above in the. same discipline by the Other firm members will be an added advantage. (ii). Extensive experience in carrying out complex field based surveys; including in implementing agriculture- related modules. (iii). Experience in quantitative data collection, analysis and reporting using statistical software. (iv). Capacity to use GIS for mapping. purposes. (v). Experience in developing mobile apps and computer software for data management. vi). Capacity of training of enumerators whenever necessary (vii). Submission of samples of similar work conducted '.vithin last 5 years (viii). High degree of independence, flexibility and ability to meet strict dcadlincs. (ix). Excellent communication and writing skills.

1. Experience of the firm in baseline survey, monitoring & evaluation of the projects in general
2. Experience Of the firm undertaking similar assignments — NO Of Assignments
3. Skills and competencies to undertake the Assignments: Availability of experts - Nos
4. Experience of the experts in similar Assignments - No of assignments.

Conflict of Interest
Prospective Consultants shall refer and adhere to Section 1.9 of the Guidelines on Selection of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers issued in 2011 and Revised July 2014.

Method of Selection
A consultant will be selected in accordance with the procedures set out in the Guidelines on Selection of Consultants referred to in the section above.
